Government appointed a steering committee, known as the National Horticulture Task Team (NHTT) to oversee the activities of the NHDI. Representatives from various sectors have been appointed by Government on the NHTT, including producers, wholesalers, consumers, and officials of government ministries such as Ministry of Trade and Industry, Ministry of Agriculture, Water and Forestry and Ministry of Finance.

The country has been divided in six areas and each area has its own Area Horticulture Committee. Area Horticulture Committees have been established in all the regions that meet regularly to discuss production issues at ground level. A member of each area committee represents that area at the NHTT.

The Horticulture Officer is responsible for the management of the Namibian Horticulture Marketing Promotion System.
